flooding in san francisco. new at 6:00, ktvu david stevenson is live in the city, in the trouble spots where the workers are keeping a close eye on tonight. david? >> that's right. the sandbags are the city's front lines against flooding, es specially in the neighborhood that was hit hard earlier this year. >> under gray skies and falling rain, san francisco's department of public works this morning rushed to release sandbags to residents. the city stockpile several hundred bags for distribution. >> given out approximately 200 sandbags so far. clearing catch basins and the areas flowing leaves. we've had a couple of minor incidents with trees coming down. >> the skies cleared by midday leaving behind flooding that prompted the park service to close the highway. this man's car died moments after he drove through the intersection. >> i went through the puddle and, a car just stalled. i guess the water just went into the hood. >> fear of flooding is strongest in the city's mission district. heavy rain in april flooded an apartment building including a restaurant. >> the water wants

it came crashing down early this morning. in san francisco city crews spent this day clearing out clogged drains and the public works department says it's expected to be a weekend long task. you can see one of the biggest rocks actually blocked one of the lanes forcing drivers to slow down and go around it. we have team coverage for you tonight. chief meteorologist bill martin is in the ktvu weather center where he's been tracking the storm all day. maureen naylor is standing by but we begin with jana katsuyama where it's been raining. in healdsburg. >> reporter: see how wet the ground is, all of that water is seeping into the ground and ending up in local rivers and streams this is the russian river. you can see how fast it is going. it could reach near flood levels by the time the next storm finishes. rain is drenching almost soaked roads. areas stream, rivers and low lying areas are flooding. with two storms down there's still one more to go. a storm watch is in effect. >> the storm surge is down 2- 1/2 feet below the bottom of the bridge. >> reporter: although water levels dro

. now, basically what the deal involves is that civil rights attorneys and the city of oakland have agreed to a deal. they did so in federal court that would prevent the federal receivership of the oakland police department. the court documents outline a settlement that still has police reform an oversight just not by the department of justice. the agreement must be approved by the federal judge currently overseeing the case. instead of receivership attorneys, lawyers are calling -- instead of receivership, excuse me, lawyers are calling the deal receivership light. the department would be overseen by someone called a compliance officer. that person would then report back to the judge. ktvu's john was inside that room there where that press conference just ended moments ago and he's been following this story. john, take it from there. >> all right, frank, yeah, they just wrapped up this press conference about one minute ago literally. they just walked out. they're do ago town hall meeting on crime in oakland and we first had to talk about this receivership issue and the settlement w
